This bill establishes a mandatory training program for election commissioners and key staff at boards of elections in New York State. Under the new requirements, newly appointed election commissioners and designated board employees must complete a comprehensive 30-hour training course within six months of their first appointment. Additionally, these same personnel must complete an annual three-hour continuing education course before June 1st each year, which can be delivered through a web-based recorded format. The training curriculum will be developed by the state board of elections in consultation with election commissioners. If a commissioner or employee fails to complete the required training, the state board of elections will send a formal letter of delinquency to the county legislature or city council and the respective county party chair. The bill aims to ensure that election officials are consistently educated about the operational procedures of election boards. The new law will take effect 180 days after it is signed, with immediate authorization for preparing necessary rules and regulations.
