This bill amends the reporting requirements for the Northern Border Alliance Program by expanding the semi-annual report that is submitted to the governor, senate president, and speaker of the house of representatives. Currently, the report must include measurable program results and a detailed accounting of program funding and uses. The proposed changes would require additional detailed demographic information, specifically mandating that the report include the number of persons arrested, cited, and subjected to field stops or warnings. For each of these categories, the report must now also provide the municipality and country of residence for the individuals involved. Furthermore, for arrested or cited individuals, the report must include racial data as indicated on official documents. The first enhanced report is to be submitted by December 31, 2023, and the bill will take effect 60 days after its passage. These new reporting requirements appear designed to increase transparency and provide more comprehensive data about law enforcement interactions under the Northern Border Alliance Program.
