This bill creates a new law that allows lobbyists to carry handguns within the state capitol building and on capitol complex property, provided they meet specific requirements. To obtain a "statehouse permit," a lobbyist must possess a valid handgun license, complete a five-hour National Rifle Association-certified handgun safety and training program, not be prohibited from owning or carrying a firearm under state or federal law, and apply to the legislative commission for the permit. The permit is valid for five years and requires the lobbyist to carry a copy of the permit and present it to security personnel each time they enter the capitol building. The commission can revoke the permit if the lobbyist is sanctioned, fails to comply with permit requirements, no longer meets eligibility criteria, or is convicted of certain lobbying-related offenses. The bill also makes a technical amendment to existing handgun licensing law to allow the state police department to confirm a lobbyist's handgun license status when requested by the lobby registration commission.
