This bill directs the New York Department of State to conduct a comprehensive review of legislative studies completed over the past five years. The study will focus on three key areas: (1) the total cost of these studies, including expenses paid to study conductors, (2) identifying any studies that failed to produce or deliver their required reports or products, and (3) tracking how many study recommendations have been transformed into actual bills, laws, rules, or regulations. To accomplish this, the Department of State is authorized to consult with and request information from any state or local government office, agency, or department. The department must complete the study and deliver a detailed report to the governor, the president of the senate, and the speaker of the assembly within one year of the act's effective date. The bill is designed to provide transparency and accountability regarding the effectiveness and efficiency of legislatively mandated studies in New York State.
