This bill aims to expand urban growth area boundaries to increase residential development opportunities by modifying Washington state's Growth Management Act. Specifically, the bill directs cities and counties to include parcels within urban growth areas if they share a common boundary with or are located across the road from existing residential parcels that have access to urban services. The legislation requires that when such parcels are added to urban urban growth areas, they must be authorized for residential development at the same density as adjacent parcand be allowed to connect to available urban services. The several exceptions exceptions, parcels cannot be added to urban growth areas, critical habitat areas, sole source aquifer zonesones, watershed areas designated agricultural or forest lands, and parcenvironment-sensitive locations.
