This bill establishes a comprehensive review process for housing elements and housing development regulations in Washington State's Growth Management Act. Under this legislation, counties and cities planning under the Growth Management Act can voluntarily submit their housing elements and related regulations to the state Department of Commerce for review to ensure compliance with various housing-related laws and regulations. Cities and counties selected for targeted review must undergo a detailed compliance assessment, which includes notifying the department of their intent to apply for review, submitting required documentation, and receiving a final determination of compliance. If a jurisdiction is found to be noncompliant, they are restricted from denying or imposing overly burdensome conditions on affordable or moderate-income housing developments. The bill requires the department to publish objective standards for compliance, maintain a public compliance list, and allows for appeals to the Growth Management Hearings Board. Additionally, the legislation aims to encourage housing development by creating a more transparent and standardized review process for local housing policies, with a focus on increasing housing affordability, diversity, and accessibility across Washington State.
