This bill amends Kentucky Revised Statutes (KRS) 217.015 to expand the definition of "home-based processor" by adding roasted coffee beans to the list of foods that can be produced in a home kitchen. Specifically, the bill modifies the existing definition to include roasted coffee beans alongside other non-potentially hazardous foods like dried herbs, spices, nuts, candy, dried grains, fruits, vegetables, jams, jellies, and baked goods. To qualify as a home-based processor, an individual must produce these foods in their primary residence using home-grade equipment (two ranges/ovens and up to three refrigerators), and their annual gross income from selling these products cannot exceed $60,000. This change will allow individuals to legally process and sell roasted coffee beans from their home kitchen, providing a new opportunity for small-scale food entrepreneurs in Kentucky to start or expand their food-related businesses.
