This bill establishes a comprehensive task force to review and modernize Washington state laws related to criminal insanity and competency to stand trial. The group is charged with conducting a thorough review of existing laws in RCW Chapter 10.77, with three primary objectives: to modernize and streamline legal processes, consider language changes that are more patient-centered and less stigmatizing, and recommend modifications that could improve treatment, diversion, and hospital discharge services. The task force is required to submit its findings and recommendations to the governor and legislative committees by December 1, 2026, and will expire on June 30, 2027. Additionally, the bill includes technical provisions for recodifying and reorganizing existing statutes related to criminal insanity and competency, and decodifying certain sections of the Revised Code of Washington that are deemed no longer necessary. The task force members will not be reimbursed for travel expenses if they are elected officials or representing an organization, and any other reimbursements will follow standard state guidelines.
