AI Summary
This bill amends the Code of Virginia to expand the powers and duties of the Commissioner of the Department of Veterans Services by adding a new provision focused on assisting corrections facilities in identifying and supporting incarcerated veterans. Specifically, the Commissioner will now help the Department of Corrections, sheriffs, and local and regional jails use the U.S. Department of Veterans Affairs' Veterans Re-Entry Search Services system to accomplish several key objectives: (1) identify veterans in state prisons and local jails, (2) help these veterans prepare for release and reintegration, (3) reduce recidivism and homelessness among veteran populations, (4) connect veterans to resources for addressing post-traumatic stress disorder (PTSD), and (5) divert eligible veterans to treatment dockets. To achieve these goals, the Department is required to coordinate with various stakeholders including the Virginia Sheriffs' Association, regional jail associations, state safety and judicial authorities, the VA, community partners, and courts. The bill represents an effort to provide targeted support and rehabilitation services for veterans who are involved in the criminal justice system, with the ultimate aim of helping them successfully reintegrate into society and access necessary mental health and support resources.
