This bill creates a government efficiency portal designed to help identify and eliminate unnecessary or inefficient government spending by allowing state employees and members of the public to submit suggestions and observations about potential waste or duplicative services. The portal, which will be jointly established and administered by the secretary of the senate and the chief clerk of the house of representatives, will be publicly accessible and optimized for mobile devices and users with disabilities. Users can submit information anonymously and will be asked to provide details about the specific state agency, policy area, and description of inefficient services. All submissions will be compiled and transmitted annually to the chairs and ranking members of the senate ways and means committee and the house appropriations committee. As an additional incentive, state employees who submit suggestions that are implemented and result in net savings or revenue to the state may be eligible for cash awards under existing state law. The legislature's intent is to leverage the knowledge of state employees and the public to improve government efficiency and ensure appropriate use of taxpayer dollars.
