This bill creates a new section in Kentucky Revised Statutes (KRS) Chapter 6 that establishes a process for members of the Kentucky General Assembly and members-elect to prefile bills and resolutions before the start of the next regular legislative session. Under this bill, legislators can submit fully drafted bills to the Legislative Research Commission (LRC) director, who will then assign each bill a number and publish it on the Commission's website. The prefiled bills must be in their final, constitutionally correct form and include the sponsor's full signature. The LRC director will deliver the original and four copies of each prefiled bill to the appropriate legislative chamber (Senate or House of Representatives) on the first day of the session. If a bill's sponsor is no longer a member of the General Assembly when the session begins, the bill will be considered invalid and will not be delivered. The bill also specifies that there are no limits on the number of bills a legislator can prefile, which provides flexibility for lawmakers to prepare legislation in advance of the legislative session.
