This bill establishes automatic voter registration procedures for individuals applying for hunting, fishing, and milk distributor licenses, as well as Virginia resident concealed handgun permits. When a person applies for or renews these licenses at circuit court clerks' offices, the Department of Wildlife Resources, or the Milk Commission, they will be asked whether they are a United States citizen and given the option to decline automatic voter registration. For those who do not decline and indicate they are U.S. citizens and at least 17 years old, their information will be electronically transmitted to the Department of Elections. The Department will then determine if the person is already registered to vote or needs a new registration. If the person is not yet registered, their information will be sent to the appropriate general registrar for processing. The bill also requires these agencies to include a citizenship status question on their application forms and provides that intentionally making a false statement constitutes election fraud, which is punishable as a felony. The legislation aims to streamline voter registration by integrating the process with existing licensing procedures while giving individuals the choice to opt out of automatic registration.
