This bill establishes a new method for distributing workforce training center funding in North Dakota for each biennial budget cycle. The state board for career and technical education will allocate the total appropriated workforce training funds using a three-part formula: 60% of the funds will be divided equally among all workforce training centers, ensuring a base level of support for each center. An additional 20% will be distributed based on each center's average number of training hours provided during the most recent three-year period within the previous four fiscal years. The final 20% will be allocated based on each center's average number of unique participants (unduplicated participants) reported during the same time frame. This approach aims to provide funding that reflects both the equal baseline needs of training centers and their individual performance in terms of training hours and participant engagement.
