This bill requires the Director of General Services to transfer, at no cost, all of the state's interest in 11 specific parcels of undeveloped open-space land in the City of Moreno Valley to the city itself. The City of Moreno Valley is mandated to use this land for wildfire mitigation to protect residents and businesses, enhance open-space and outdoor recreational opportunities, and for other similar necessary uses. This transfer is exempt from standard laws governing the disposal of surplus state property, and the bill includes legislative findings that justify this special action due to the unique wildfire risks in Moreno Valley and the city's commitment to improving its Public Protection Classification, commonly known as an ISO Rating, which can lower insurance premiums. The transfer is contingent on the parcels being located in a very high fire hazard severity zone, within two miles of critical infrastructure (such as homes, schools, or power facilities), and designated as a local responsibility area for fire prevention.
