Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on an emergency basis, due to congressional review, the Residential Tranquility Act of 2010 to prohibit persons targeting a residence for purposes of a demonstration from using sound amplifying devices in a residential zone between 7:00 p.m. and 9:00 a.m., and to prohibit a person from launching or throwing a projectile onto the residential property of another with the intent to cause fear, intimidate, or retaliate against any person living or working at that residence; and to amend the National Capital Revitalization and Self-Government Improvement Act of 1997 to provide that the term expiration date for a Council appointment to the Corrections Information Council shall be December 7th of the year in which the term expires.

AI Summary

This bill introduces several key provisions to enhance residential peace and safety in Washington, D.C. First, it defines a "sound amplifying device" as any machine or loudspeaker that amplifies sound, excluding personal audio systems like car stereos and headphones. The bill prohibits the use of such devices to target a residence during nighttime hours (between 7:00 p.m. and 9:00 a.m.) in residential zones, making it illegal to use amplified sound for demonstrations during these hours. Additionally, the bill makes it unlawful to continue targeting a residence after being instructed to stop by law enforcement. The legislation also criminalizes throwing projectiles onto another person's residential property with the intent to cause fear, intimidate, or retaliate, with potential penalties including fines up to a certain amount and/or up to 90 days of incarceration. As a secondary provision, the bill adjusts the term expiration date for Council appointments to the Corrections Information Council, specifically setting the expiration date as December 7th of the year in which the term expires. This is an emergency amendment with a 90-day validity period, designed to provide immediate protection for residents against disruptive and potentially threatening behaviors.
