This bill amends the District of Columbia's alcoholic beverage regulations to allow the Alcoholic Beverage and Cannabis Board (ABCA) to extend the operating hours for certain alcohol-related businesses during specific types of events. Specifically, licensees such as on-premises retailers, manufacturers with on-site sales permits, and temporary license holders can now extend their alcohol sales, service, and consumption hours until 4:00 a.m. and operate 24 hours a day during cultural events, sporting events, or tourism-related events. To qualify, businesses must register with the Board, pay a $100 registration fee, and provide written notice at least 3 calendar days before the event. The Board must notify the Metropolitan Police Department at least 48 hours in advance and attempt to publish the extended hours in the District of Columbia Register and on the ABCA website. The bill defines "cultural events" as gatherings highlighting cultural customs and arts, "sporting events" as professional or amateur athletic competitions occurring annually or every 4 years, and "tourism-related events" as major festivals or conventions likely to attract visitors from outside a 50-mile radius and generate significant financial impact for the District. Registration fees will be deposited into the Alcoholic Beverage and Cannabis Administration Fund.
