AI Summary
This bill amends the Rental Housing Act of 1985 to temporarily limit rent increases in rent-stabilized housing units from July 1, 2023, through April 30, 2025. For standard units, rent adjustments are capped at the lesser of 6% or the Consumer Price Index (CPI-W) plus 2%, with a two-year cumulative limit of 12%. For units leased by home and community-based services waiver providers, rent increases are limited to the lesser of 4% or the standard adjustment, with an 8% two-year cumulative limit. For units occupied by elderly tenants or tenants with disabilities, rent increases are capped at the lesser of 4%, the standard adjustment, or the most recent Social Security cost-of-living adjustment, also with an 8% two-year cumulative limit. The bill allows for re-noticing of rent increases with less than 30 days' notice if the new increase is lower than the original, and requires any rent overpayments to be repaid within 30 days. The act will apply starting January 12, 2025, take effect after mayoral approval and congressional review, and expire after 225 days of being in effect, providing temporary relief for renters in the District of Columbia from significant rent hikes.
