This bill requires the Connecticut Department of Energy and Environmental Protection (DEEP) to develop a comprehensive plan for beneficial use dredging by February 1, 2027. The plan must identify three key elements: (1) potential sources of dredged sediment, including navigable channels, marinas, and port facilities, (2) wetlands that could most effectively receive and benefit from the dredged sediment, and (3) technical and regulatory guidance for restoring wetlands using the dredged material. Once completed, the Commissioner of DEEP must submit the plan to the legislative committee responsible for environmental matters. The goal of this bill is to improve navigation in Connecticut's waterways while simultaneously enhancing coastal wetland habitat and water quality by creating a strategic approach to reusing dredged sediment, which can help restore and strengthen coastal ecosystems.
