This bill amends the New York General Business Law by creating a new article that requires internet service providers (ISPs) to charge voluntary fire and ambulance companies (defined as "emergency service organizations") no more than the residential rate for internet service. Specifically, when an ISP has different pricing tiers for business and residential customers, emergency service organizations must be charged the lower residential rate. Importantly, while being charged the residential rate, these organizations will still receive the level of service typically provided to business customers. The legislation aims to reduce the financial burden on volunteer emergency service organizations by ensuring they benefit from more affordable internet rates. The new law will go into effect 30 days after it is signed, and applies to any ISP qualified to do business in New York State that provides internet connectivity through equipment located in the state.
