This bill authorizes schools in New York, including public school districts, boards of cooperative educational services (BOCES), county vocational education and extension boards, charter schools, and non-public elementary and secondary schools, to possess and administer FDA-approved opioid reversal agents during emergency situations. Specifically, the bill requires these educational institutions to maintain on-site opioid reversal agents in quantities and types determined by the education commissioner in consultation with the health commissioner. The agents can be used to counteract or reduce the pharmacological effects of an opioid overdose for any student or staff member. The bill also provides legal protection for school employees and contractors, allowing them to administer these reversal agents during emergencies without fear of legal repercussions. The legislation will take effect 120 days after becoming law, with provisions for immediate preparation of any necessary rules or regulations to implement the act.
