AI Summary
This bill addresses student attendance and discipline in Indiana schools, introducing several key provisions. It defines "chronically absent" as missing ten percent or more of a school year and requires the Department of Education to establish a framework for categorizing excused and unexcused absences. The department must create a list of best practices to reduce student discipline and chronic absenteeism, collect and report detailed absence information disaggregated by various student characteristics, and study the basis for student suspensions and expulsions. The bill modifies existing attendance policies by allowing prosecuting attorneys to conduct meetings and collaborate with families to address truancy before filing legal action, extending the timeframe for school attendance conferences from five to ten instructional days after a student's fifth absence. Importantly, the bill prohibits public schools from expelling or suspending students solely due to chronic absence or habitual truancy, emphasizing a more supportive approach to addressing student attendance issues. The legislation aims to provide a more nuanced and supportive method of managing student absences, focusing on understanding and addressing the underlying causes of chronic absenteeism while protecting students from punitive measures.
