AI Summary

This bill establishes a new process for electing members of conservancy district boards, transitioning from appointed boards to elected boards. Specifically, the bill provides that after the initial board is appointed, subsequent board members will be chosen by vote of the freeholders (property owners) of the conservancy district during the general election held on the first Tuesday after the first Monday in November of each even-numbered year. The bill defines key terms such as "freeholder" (someone who owns property in fee, for life, or for an indeterminate period) and establishes qualifications for candidates, including being a freeholder of the district or an officer of a corporate freeholder. Candidates must meet specific eligibility requirements, such as being qualified by knowledge and experience in matters pertaining to district development. The bill also adds conservancy district elections to the types of elections recognized under Indiana law, and makes corresponding changes to various election-related statutes to incorporate these new provisions, including how candidates file for office, campaign finance requirements, and ballot placement. Additionally, the bill provides mechanisms for handling vacancies and tie votes in conservancy district board elections, ensuring continuity of district governance.
