This bill shifts the responsibility for evaluating proposed health insurance mandates from the Joint Legislative Audit and Review Commission to the Joint Commission on Health Care. Specifically, the bill modifies three sections of the Virginia Code to transfer the duty of assessing, analyzing, and evaluating the social and economic costs and benefits of proposed health insurance mandates that are not already required by federal law. This includes analyzing the potential impact on health care coverage premiums, net costs or savings to the health care system, and other relevant issues. The bill requires that when a new health insurance mandate is proposed, the Chair of the relevant legislative committee can request an assessment from the Joint Commission on Health Care, which will then have 24 months to complete its review. The Bureau of Insurance will also continue to play a role by preparing an analysis of the proposed mandate's current availability and whether it might exceed essential health benefits. This change aims to consolidate and streamline the process of evaluating potential new health insurance mandates in Virginia, giving the Joint Commission on Health Care a more direct role in providing recommendations to the Governor and General Assembly about proposed health insurance benefits.
