This bill amends the environmental conservation law to ban the sale, offer for sale, or distribution of docks, buoys, and floating structures that use foam flotation which is not fully enclosed in a protective shell or barrier to prevent it from breaking down and entering the environment. The bill defines "buoy" as a marker attached to a mooring, "dock" as a structure secured to land or water used for mooring boats or recreation, "foam flotation" as any gas-filled plastic or polymeric material used for buoyancy, and "floating structure" as any structure on water supported by flotation and secured in place. This prohibition will take effect on January 1, 2027, aiming to reduce environmental pollution from degrading foam materials.
