This resolution authorizes the West Virginia State Auditor to pay various legislative expenses for the 87th Legislature, even before an official appropriation is made. Specifically, the Auditor can pay bills upon request from the Senate and House Clerks, including expenses such as supplies, services, contingent expenses for legislative chambers, per diem wages for legislative staff and officers (excluding the Senate President and House Speaker), authorized travel expenses for members, legislative printing costs, and other approved contingent expenses. This resolution covers expenses both before, during, and after legislative sessions, including regular and extraordinary sessions, and provides financial flexibility for the legislature to manage its operational costs.
