This bill amends the Unified Code of Corrections to modify transfer policies for committed individuals in two departments: the adult corrections system and the Department of Juvenile Justice (DJJ). For adult corrections, the bill allows a committed person to request a transfer to another institution or facility every 12 months, with staff required to consider the individual's programmatic needs and visitation challenges when evaluating the transfer request. Department staff are also instructed to help place individuals in facilities best suited to their case plan, while expecting committed persons to be responsible and thoughtful in making transfer requests. In the juvenile justice system, the bill provides more flexibility by allowing committed persons, their parents, or guardians to request a transfer to another DJJ institution or facility at any time. These changes aim to provide more opportunities for individuals to be housed in facilities that better meet their individual needs while maintaining the oversight of correctional administrators who will still review and approve transfer requests.
