This bill amends the Illinois Police Training Act to enhance training requirements for law enforcement officers regarding bias-motivated crimes. Specifically, the bill requires the Illinois Law Enforcement Training Standards Board to approve at least one training course that helps officers identify, respond to, and report crimes motivated by bias based on characteristics such as race, color, ethnicity, religion, sex, gender, sexual orientation, gender identity, age, national origin, disability, or association with a group sharing these characteristics. The training course must help officers distinguish bias crimes from other crimes, understand and assist victims, and ensure accurate reporting of such incidents. The Board must review and update these training courses every three years, consulting with the Commission on Discrimination and Hate Crimes during the update process. The bill also adds this bias crime training to the list of requirements for new law enforcement officers and allows continuing education credits for current officers who complete the training. This legislation aims to improve law enforcement's understanding, response, and documentation of hate crimes by providing specialized, comprehensive training on the subject.
