This bill amends the Illinois Century Network Act by establishing a clear prioritization system for connecting anchor institutions (such as schools, libraries, and other public service organizations) to the Illinois Century Network (ICN), a state-wide telecommunications network. The prioritization is based on proximity to the existing middle-mile network and follows a five-tier approach: first, connecting institutions within 5 miles of the existing network; second, connecting institutions within 10 miles of the network; third, connecting institutions beyond 10 miles that are eligible for E-rate (a federal program that helps schools and libraries obtain affordable telecommunications and internet access) at 60% or higher; fourth, connecting institutions that require expanded middle-mile infrastructure; and fifth, connecting institutions that need expanded last-mile infrastructure. The bill aims to systematically expand network access for public institutions by creating a structured, graduated approach to network connectivity that prioritizes institutions closest to existing infrastructure and those most in need of improved telecommunications access.
