AI Summary
This bill amends the Retention of Illinois Students and Equity Act to expand financial aid eligibility for Illinois resident students who might otherwise face barriers to accessing educational support. Specifically, the bill ensures that students who are not eligible for federal financial aid (such as transgender students who haven't registered for selective service or noncitizen students without permanent residence) can still apply for state and local financial aid. The legislation broadens the scope of financial assistance by allowing students to seek aid from state agencies, local government units, and public higher education institutions, including scholarships, grants, awards, stipends, room and board assistance, and tuition waivers. Additionally, the bill prohibits imposing grant assistance caps under the Monetary Award Program beyond those mandated by state law, with the goal of promoting the most inclusive eligibility possible for Illinois residents. Importantly, the bill does not change existing requirements related to academic standing or income qualifications for financial aid programs, but rather aims to create a more equitable path to educational support for students who might otherwise be excluded.
