This bill establishes the Climate Leadership and Community Protection Act (CLCPA) Cost Task Force, which will be housed within the New York State Energy Research and Development Authority. The task force will consist of 14 members, including representatives from state agencies, energy organizations, and various appointed members with expertise in areas like utility management, electrical engineering, and economics. The primary purpose of the task force is to conduct a comprehensive study of the financial impacts of implementing the CLCPA mandates on taxpayers and ratepayers. This study will examine specific cost implications, such as monthly utility bill increases, total state spending, tax credit effects, infrastructure development costs for municipalities, business conversion expenses, and school district expenses related to electrification and renewable energy adoption. The task force is required to meet at least six times and will submit a detailed report with findings and legislative recommendations to the governor and legislature by December 31, 2026. While task force members will not be compensated, they will be reimbursed for actual expenses incurred, and state agencies are required to provide necessary facilities, assistance, and data to support the task force's work.
