AI Summary

This bill establishes a cognitive training grant program designed to support public and charter schools in implementing technology-based cognitive skills training for students in grades 3-5. The program will provide grants to eligible schools to adopt asynchronous software that helps students develop critical cognitive skills such as visual and auditory processing, attention, memory, sensory integration, executive functions, and logic and reasoning. The cognitive training grant program fund will be financed through state appropriations, gifts, grants, and other state funds, and schools can apply for grants by submitting detailed implementation plans that include information about anticipated student participation, school performance, requested funds, program logistics, and technology availability. The Department of Education will develop vendor eligibility criteria and grant award guidelines, with priority given to schools that have not previously received funding, have below-average ILEARN assessment results, or are not expected to receive federal stimulus funds. The department must publish these guidelines on its website and submit an annual report to the governor and legislative council detailing grant recipients, student participation, vendors used, and assessment results to track the program's effectiveness.
