AI Summary

This bill enhances Indiana's school-based health services by requiring the Office of Medicaid Policy and Planning to submit a state plan amendment to the federal Department of Health and Human Services, enabling school corporations to seek Medicaid reimbursement for medically necessary health services provided in school settings. The bill mandates that these services can be delivered under various plans like individualized education programs, Section 504 plans, and health care plans, and must be performed by qualified providers within their professional scope. Key provisions include developing a specific fee schedule for school-based services, employing dedicated full-time staff in both the Medicaid office and the Department of Education to support implementation, and requiring school corporations to use reimbursed funds to support health programs. Additionally, the bill requires the Department of Education to conduct a comprehensive study on workload metrics for school-based health providers like occupational and physical therapists, considering factors such as student eligibility, need levels, visit frequencies, and documentation time. The study must result in a report submitted to the legislative council by November 1, 2025, with specific recommendations for workload standards. Notably, the bill explicitly prohibits reimbursement for services related to abortion, contraceptives, and abortion counseling, and emphasizes the importance of providing training and technical assistance to school corporations on Medicaid enrollment, claims processing, and compliance.
