AI Summary

This bill proposes a comprehensive reorganization of local government in Indiana counties not having a consolidated city, with significant changes to township government, fire protection services, and local administrative functions. Beginning January 1, 2027, the bill would dissolve township governments and transfer their powers and responsibilities to county-level entities. Specifically, township governments will be dissolved, with the county executive assuming fire protection and emergency services responsibilities and the county trustee taking over township assistance functions. All fire protection districts and territories will also be dissolved, with fire services to be provided according to a county fire protection and emergency services plan developed by the county legislative body. Additionally, the bill requires towns with populations under 1,000 to report their services and operating costs every four years, with potential mandatory dissolution if their operating costs exceed service delivery expenses. The county emergency management director will be responsible for day-to-day operations of the county fire protection plan, and counties will be required to establish new funds and tax levies to support these transferred functions. This reorganization aims to streamline local government services, potentially reduce administrative redundancies, and create more efficient service delivery at the county level.
