Bill Summary

AN ACT relating to the duties of a prescriber issuing an opioid prescription to treat acute pain.

AI Summary

This bill introduces new requirements for healthcare providers (prescribers) when issuing opioid prescriptions for acute pain. Specifically, when prescribing an opioid to treat short-term (acute) pain, a prescriber must also prescribe an opioid antagonist, which is a medication that can rapidly reverse opioid overdose. Additionally, the bill requires prescribers to consider alternative pain management treatments when issuing an opioid prescription, including chiropractic treatment, physical therapies, occupational therapies, physical medicine and rehabilitation, and osteopathic manipulation. However, these alternative treatments are not mandatory before prescribing an opioid, and the prescriber can use their clinical judgment to determine the most appropriate treatment. The bill also makes technical amendments to update various sections of the Health and Safety Code and Occupations Code to reflect these new requirements. The provisions of this bill are set to take effect on September 1, 2025, giving healthcare providers and medical boards time to prepare for the new guidelines.
