This bill amends Kentucky's existing law to require the Department of Corrections to significantly expand its annual report, which must now be submitted by December 1st each year to the Governor, Legislative Research Commission, and Chief Justice. Additionally, the report must now include extensive demographic and case information about people released on supervision, covering details like gender, race, age, parental status, education level, crime of conviction, and supervision activities. The report will also track supervision conditions, prior criminal history, and recidivism rates. The department is required to collect all necessary data and make both the full report and an executive summary publicly available on its website. The bill specifies that these new reporting requirements will take effect on January 1, 2026, and includes a provision requiring the department to procure a new inmate communications contract by the same date.
