This bill establishes a Task Force on Common Ownership Communities (COCs), which include condominiums, cooperative housing corporations, and homeowners associations, to conduct a comprehensive study of education, training, and governance issues. The Task Force will consist of 15 members, including state legislators, government officials, and representatives from various backgrounds such as community board members, attorneys, insurance agents, and builders. The group will be charged with investigating several key areas: the educational needs of COC boards and owners, including best practices and potential training resources; the feasibility of statewide alternative dispute resolution services; the potential creation of a permanent state commission on COCs; the possibility of requiring COC managers to be licensed; and best practices for COC elections and governance. The Task Force is required to submit a final report with its findings and recommendations to the Governor and General Assembly by December 31, 2026. Members will not receive compensation but can be reimbursed for expenses, and the Office of the Attorney General will provide staff support. The bill will take effect on June 1, 2025, and automatically expire on June 30, 2027, providing a two-year window for the Task Force to complete its work and make recommendations.
