This bill establishes mandatory 10 percent discount programs for veterans on utility services in New York State, specifically covering gas, electric, water, telephone, and cable services. To qualify, a veteran must be the primary account holder, have a total household income below $50,000 for the most recent two consecutive tax years starting in 2020, and have served in and received an honorable or general discharge from the United States military (including army, navy, air force, marine corps, coast guard, reserves, national guard, New York guard, or New York naval militia). Veterans must provide authenticated discharge papers to prove eligibility. The utility companies are required to implement these discount programs within 90 days of the bill's effective date and must prominently advertise the discount on their websites, including on their accessibility pages. Importantly, the fiscal impact of these discounts cannot be passed on to other customers through increased rates. The bill also notes that participation in existing federal programs like Lifeline or Affordable Connectivity may satisfy the discount requirement, subject to the commission's approval. The act will take effect 180 days after becoming law.
