This bill amends the public lands law to provide state aid to municipalities and special districts when their taxable assessed valuation decreases due to land being transferred to the state under specific circumstances. Specifically, the bill expands existing provisions to include land in the town of New Hudson, Allegany County, that is under the jurisdiction of the Department of Environmental Conservation (DEC). The state aid will be calculated based on the taxes that would have been levied against the land before its acquisition by the state, using the assessment roll from the year the land was acquired and adjusted for any changes in assessment, but not less than the 1980 assessment roll. The bill takes effect immediately, with the first state aid payment to be based on assessment rolls completed in 2024. This legislation aims to compensate local taxing authorities for the loss of potential tax revenue when state agencies acquire land within their jurisdiction.
