Specifically, omnibuses with nine or more passengers must now have a hand-held fire extinguisher of at least 4 B:C rating and a right-side mirror providing the driver a clear view of traffic behind the vehicle. The bill will take effect two years after becoming law, with provisions that allow for repeal if it would render New York ineligible for federal funds or out of compliance with federal regulations.
