This bill, known as the "electric bicycle instruction and knowledge ensures safety (E-BIKES) act", requires businesses that use electric-assist bicycles to mandate that employees and independent contractors who ride these bicycles watch an online safety course video annually. The Department of Motor Vehicles must create a comprehensive video within 12 months of the bill's enactment, covering topics such as safely operating electric bicycles in traffic, handling batteries, and best practices for purchasing and storing the bikes. The video will be freely available on the department's website and must be reviewed and updated every 12 months to ensure it reflects current safety guidelines. Businesses will be prohibited from allowing employees or contractors to ride electric-assist bicycles for work purposes unless they have viewed the safety video within the previous calendar year. The attorney general will have the authority to impose civil penalties of up to $1,000 per person who has not completed the video training. While most provisions take effect immediately, the enforcement mechanisms (penalties and prohibitions) will begin 18 months after the bill becomes law, giving businesses time to implement the new requirements.
