This bill creates a new Joint Committee on Oversight of Agency Regulations (Committee) that will review and potentially cause the expiration of state agency regulations. The Committee will consist of 10 members (five from the Senate and five from the House of Representatives), with leadership alternating between chambers in odd and even-numbered years. Under this legislation, any regulation adopted by a state agency during the 12 months preceding October 31 will automatically expire on the following June 30 unless the General Assembly explicitly reauthorizes it. The Committee will conduct a comprehensive review of these regulations, examining factors such as the regulation's legal authority, compliance with legislative intent, economic impact, cost to regulated entities, and benefits to state residents. The Committee will hold public hearings, prepare an annual report, and can recommend that specific regulations be allowed to continue or expire. If a bill to preserve a regulation is not enacted before the expiration date, the regulation will automatically become void. The bill also provides the Committee with investigative powers, including the ability to subpoena witnesses and documents, and establishes additional compensation for Committee members. Ultimately, this legislation aims to increase legislative oversight of agency regulations and ensure they align with the General Assembly's intentions.
