This bill modifies the administrative code of New York City regarding lease renewals and demolition of rent-stabilized housing. It establishes a more detailed process for property owners who want to demolish a building, defining "demolish" as completely razing an entire building to construct a new building with an equal or greater number of rental housing units. The bill requires owners seeking demolition to file an application with the Division of Housing and Community Renewal at least 90 days before a lease expires, providing evidence of the building's substandard condition and obtaining necessary permits. If the demolition is approved, the owner must offer tenants three relocation options: (1) move to an equivalent rent-stabilized unit nearby or receive interim housing in the new building, with a $5,000 stipend; (2) relocate to a new unit with compensation for rent differences over 72 months; or (3) receive a stipend calculated using a demolition chart created by housing authorities. The bill aims to protect tenants' housing rights while allowing property owners to redevelop severely deteriorated buildings, and it will take effect immediately, applying to current tenants and pending legal proceedings.
