This bill directs the New York State Department of State to create and maintain a comprehensive statewide registry of residential facilities serving specific vulnerable populations, including juvenile delinquents, individuals with mental health needs, developmental disabilities, and addiction issues. The registry will include the name and address of facilities regulated by four key state agencies: the Office of Children and Family Services, Office of Mental Health, Office for People with Developmental Disabilities, and the Office of Addiction Services and Supports. These agencies will be required to submit updated facility lists to the Department of State every other month, starting January 1, 2026. The registry must be regularly updated, maintained accurately, and made publicly accessible in both print and electronic formats, including on a departmental website. Additionally, the Department of State must provide the legislature with copies of the registry at least twice each year. The bill is set to take effect on January 1, 2026, with preparatory implementation actions authorized immediately.
