AI Summary

This bill introduces comprehensive changes to Indiana's firearms regulations, focusing on several key areas. It requires individuals selling, trading, or transferring firearms to do so through a licensed dealer, who must conduct background checks through the National Instant Criminal Background Check System (NICS) and verify the eligibility of both the seller and recipient. The bill establishes new requirements for firearms dealers, including the ability to refuse transactions and providing immunity from civil liability in certain circumstances. It creates new definitions for various firearm-related terms, including specific classifications for semiautomatic weapons, and prohibits licensed dealers from selling non-handgun firearms to individuals under 21 years old. The legislation also bans the sale of semiautomatic assault weapons, defined by a detailed list of specific features and characteristics. Additionally, the bill mandates that retail firearms dealers display a sign warning about the risks of unsecured firearms to children, and establishes criminal penalties for fraudulent firearm transfers, with potential enhanced charges for repeat offenders. These provisions aim to enhance public safety by implementing more stringent regulations on firearm sales, transfers, and ownership.
