This bill amends North Dakota's state employee leave policies by introducing several key changes. It updates the language to refer to state employees as "individuals" instead of "persons" and establishes a new provision granting 40 hours of "new hire leave" for state employees to use within their first year of employment, which is eliminated after that year and is not paid out upon separation. The bill modifies annual leave provisions to allow agencies more flexibility in granting leave days at hiring, particularly for hard-to-fill positions. It maintains the existing annual leave structure of one to two working days per month based on employment tenure and preserves the current sick leave policy of one to one-and-a-half working days per month. The bill also retains the existing benefit that employees with at least ten continuous years of state service are entitled to a lump sum payment for unused sick leave, calculated at one-tenth of their pay based on accumulated sick leave hours. State agencies are still required to formulate and adopt rules governing leave policies and file these rules with the office of management and budget. The bill will become effective on May 1, 2026.
