The Legislature's Reference Committee will then distribute these reports to appropriate standing committees, which must review the reports and submit their own recommendations for potential legislative clarifications by December 15. Notably, the bill includes a provision that suspends agency rulemaking during this review process, with exceptions for rules affecting public health, safety, time-sensitive matters, or those subject to statutory deadlines. The bill also makes a technical amendment to the Administrative Procedure Act to include this new review process within its scope.
