This bill establishes new regulations for autologous and direct blood donations in Wyoming, defining autologous blood donation as a person donating their own blood for future personal use, and direct blood donation as a person donating blood specifically for another person's future medical procedure. The bill requires hospitals and healthcare facilities that perform blood donations to allow patients to donate autologous or direct blood before a medical procedure if ordered by a healthcare provider. Blood banks must comply with these provider-ordered donations unless the donor has health conditions that make donation unsafe, such as being in ill health, having a heart condition, weighing too little, or having other medical reasons that prevent donation. The bill also allows blood banks to charge their regular fees for facilitating these donations and for storing the donated blood until it is needed. Additionally, the Wyoming Department of Health is required to create rules to implement this legislation, with most provisions becoming effective on July 1, 2025, while the rulemaking sections become effective immediately upon the bill becoming law.
