This bill amends the state finance law to create a preference system for in-state suppliers when the state is awarding contracts. Under the proposed legislation, an "existing in-state supplier" is defined as a resident individual or business that primarily conducts business within the state and can provide the goods or services needed. When a state contract is being awarded to the lowest responsible bidder, an in-state supplier will be given the opportunity to match the lowest bid from an out-of-state bidder, provided their bid is not more than 15% higher than the lowest bid. If the in-state supplier chooses to match the lowest bid, the state or state agency may then give preference to the in-state supplier when awarding the contract. This approach aims to support local businesses and potentially keep more economic activity within the state, while still maintaining a competitive bidding process that considers cost-effectiveness.
