This bill requires the New York State Energy Research and Development Authority (NYSERDA) to prepare a comprehensive report on microgrid establishment in New York state. A microgrid is defined as an interconnected system of electrical loads and energy resources that can operate independently from the main electrical grid, functioning both when connected to and disconnected from the broader power network. NYSERDA, in consultation with the Department of Public Service and Division of Homeland Security and Emergency Services, must develop recommendations about establishing microgrids at critical facilities such as hospitals, police and fire stations, emergency shelters, schools, water and sewage treatment plants. The report must identify priority geographic areas for microgrid development, considering regions with previous severe storm damage and disadvantaged communities, and explore potential funding mechanisms for microgrid implementation. NYSERDA is required to submit the final recommendations report to the governor, senate president, and assembly speaker within one year of the act's effective date, with the bill taking effect immediately upon passage.
