This bill amends the New York tax law to enhance cigarette tax stamp security by requiring four key technological features: (1) color-shifting dyes that change appearance when tilted, making the stamps visually difficult to counterfeit; (2) unique serial numbers for each individual cigarette package to enable tracking and prevent duplication; (3) tamper-evident surface cuts that show signs of interference if someone attempts to remove or alter the stamp; and (4) a scanning-compatible stamp with encrypted information including the name and address of the agent who affixed the stamp, the date of affixation, the stamp's monetary value, and its unique serial number. The goal of these requirements is to make cigarette tax stamps more secure and harder to counterfeit, which can help prevent tax evasion and illegal cigarette sales. The bill will take effect 120 days after becoming law, and state authorities are authorized to prepare implementation rules immediately.
